Municipal Benefits Services (“MBS”), established in 1968 as the Municipal Employers Insurance Trust (“MEIT”), provides health and welfare employee benefit programs and related administrative services to over 325 municipalities, authorities, and councils of government representing more than 8,000 employees in the Commonwealth of Pennsylvania.

Our mission is to provide valuable and cost-effective employee benefit programs and related services to local governments through group purchasing with a strong focus on effective risk management strategies, and superior client service for our members and their employees.

The MBS model is built upon a strong knowledge of government and its specialized needs. To maintain a solid understanding of the ongoing needs of our members, MBS is governed by an active board of seven experienced municipal managers and related professionals plus three additional managers from participating employers serving as an advisory committee.
